The Department of Homeland Security (DHS), National Protection and Programs Acquisitions Divisions (NPPAD), Office of Procurement Operations (OPO) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Teleconference Bridge Support. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561499 Teleconferencing Services.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. The capability statement should be no more than 5 pages in length.

The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated and 2) secure and apply the full range and technical resources required to successfully perform similar requirements.

Purpose and Objectives

The objective of this requirement is to acquire a telephone conference bridge and support for a constrolled assured 24/7 telconference bridge capability. 

The teleconference bridge should be at an unclassified level and at a minimum meet the following specifications:

-Adminstrate real-time management of on-going conference calls
       -Track users real-time by indivdual PIN/user name
       -Mute any or all users
       -Remove any or all users
-Web Connection
       -Shared desktop between participants
       -Share files
-Audio Connection
-IntegratedWeb/Audio
-Individual PIN Assignments
-Ability to produce user reports
-Breakout rooms
-Initiation/Meeting Notifications
-Display meeting attendees real time
-Sharing of Slides
-Video Conferencing
-Remote conference administration
-Toll Free call-in phone number must have a direct dial ten-digit phone number equivalent.
-Active Speaker Technology (identification of individual speaking)
-Support conference calls of up to 200 users
-Capability to have users see who is on call as well as the moderator

-Ability to sory users by name

In addition, the Government requires on-site maintenance of the teleconference bridtge.  Maintenance of hte server will be conducted offiste at a central maintenance facility or over the network from the vendor's network operations center.
