Notice of Intent to Sole Source.

The Regional Health Contracting Office-Central, JBSA - Fort Sam Houston, Texas intends to award a Firm-Fixed-Price sole source contract to Valor Network Inc. 7 Hemptor Road, New City, NY 10956-2508.  The contractor shall provide non-personal Teleradiology services which include professional diagnostic radiological interpretations and reports 24 hours a day, 7 days a week and transcribe all reports into the Armed Forces Health Longitudinal Technology Application (AHLTA) at Brooke Army Medical Center. The Government requirement also calls for contractors to meet current Information Technology and security requirements.

The statutory authority permitting other than full and open competition is 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items".

The applicable The North American Industrial Classification System (NAICS) code is 621512, Diagnostic Imaging Centers. The anticipated award date is on or about 16 March 2020.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A formal solicitation will not be published unless it is determined in the best interest of the Government to do so. However, all responses received, to include capability statements received before close of business 05 March 2020 will be considered by the Government. A determination by the Government not to compete the interim purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
