The Regional Health Contracting Office - Pacific at Tripler Army Medical Center (TAMC), Hawaii intends to award a firm-fixed price contract for the non-personal services Teleradiology Services for the 51st Medical Group (MDG) at Osan Air Base, Korea.

Required qualifications include, but are not limited to:

Degree: Contractor radiologists shall have a Doctor of Medicine or Doctor of Osteopathic Medicine degree. Additionally, all radiologists providing services under this contract shall have completed a radiology residency at an institute recognized to provide such credentials in the United States.

Education: Graduate from an accredited medical school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education and the Accreditation Council for Graduate Medical Education (ACGME) at the time the degree was obtained

Certification: All radiologists shall have successfully completed a certification examination and be certified by the American Board of Radiology (ABR) or the American Osteopathic Board of Radiology (AOBR) in Diagnostic Radiology. Contractor radiologists shall maintain a valid unrestricted state medical license (in any state or recognized territory of the United States).

Experience:  Contractor Radiologists shall have a minimum of two (2) years of experience as a practicing radiologist in the field of radiology, in the last three years.  Residency time counts as practicing experience. Time spent in an administrative capacity as a claims reviewer, medical school instructor, medical director, etc. does not qualify as practicing time. 

Services shall be performed off-site at the contractor’s facility.  The contractor shall have the capability to provide secure broadband connections to transmit radiology images between 51 MDG and the Contractor’s facility.  

GOVERNMENT COMPUTER ACCESS/SECURITY. The contractor shall provide personnel who qualify for all applicable security clearance requirements to maintain access to the Med-COI and AFNET. The contractor employees shall comply with the requirement to obtain the minimum personnel security investigations as prescribed by DoDI 5200.02, DoD Personnel Security Program (PSP), 9 Sep 14. Required security clearance documents shall be submitted within 7 days of contract award.

This requirement is for a one-year period of performance, 25 September 2021 through 24 September 2022, plus four one-year options, plus the FAR 52.217-8, Option to Extend Services.  The proposed acquisition 100% small business set-aside.  The NAICS code for this proposed procurement is 621512 and the annual size standard is $16.5M.  This solicitation package will be available on the SAM.gov website (http://SAM.gov/) approximately in July 2021.  No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.  The Contracting Officer is Ms. Kanoe Sing-Ching, (808) 438-5135, [email protected], and the Contract Specialist is Ms. Charis K.
