This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-12-073-1 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-60. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement to procure the following Advanced Microscopy Techniques system:

Quantity One: XR-81S-B: 8 megapixel, 20/40 MHz high speed readout, low noise readout, cooled research-grade, side-mount transmission electron microscope (TEM) charge-coupled device (CCD) camera system, compatible with existing Tecnai 20 TEM. System includes: TEM interface, lens and camera; Dell Optiplex 790 computer with 1 TB hard drive and second TB hard drive, switching software to enable one mouse-keyboard operation and sharing of monitors; 30" LCD monitor; AMT software with unlimited desktop license; Montage for Tecnai using stage control for stepping through tiles.

This CCD camera will be fit to the existing Tecnai 20 transmission electron microscope and is needed for efficient examination of biological specimens under the microscope and to record the results. The lab needs a film compatible, classic wide angle side-mount camera with ~100% photographic or greater field-of-view imaging with up to a 26x36 mm phosphor and 11um square pixels at phosphor. Required aspects are the quality of final image, speed in live mode, and clarity.

The Offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representation and certifications - Commercial Items with its offer. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
