The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to CIS Secure Computing, Inc. 21050 Ashburn Crossing Drive Ste. 145, Ashburn, VA 20147 for the purchase of TEMPEST Riverbed SFED 2200 Steelhead Network Accelerators.  This solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 2021-04, the North American Industry Classification System (NAICS) is 334111 with a business size standard of 1,250 employees. A quote is being requested under solicitation no. DJF-21-1400-PR-0000790. This will be a fixed price contract. Based on FBI market research, it has been determined that CIS Secure Computing, Inc. is the only source to meet the FBI requirement and no other supplies or services will satisfy the agency requirements. CIS Secure Computing, Inc. is the only authorized TEMPEST Riverbed provider. The proposed contract action is for Telecommunication Electronics Material Protected from Emanating Spurious Transmissions (TEMPEST) authorized Riverbed SFED 2200 Steelhead Network Accelerators for which the Government intends to solicit and negotiate with only one source under the authority of TLE 101,usc 2304 (c)(1). This notice is not a request for competitive proposals. Interested parties may identify their interest and capability to respond by submitting a proposal to include technical qualifications and experience/pricing and any other information to Christina Nortey, Contracting Specialist at [email protected]. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial Items (JUN 2020): FAR clause 52.212-2, Evaluation Commercial Item (OCT 2014), FAR clause 52.212-4 Contract Terms and Conditions Items (OCT 2018); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JAN 2021). Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications - Commercial Item (JAN 2021). A determination by the Government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government.
