This is a sources sought NOTICE only.  This notice DOES NOT constitute a Request for Proposal, nor does it represent any commitment by the Government.

The GSA, Great Lakes Region, is conducting market research for interested small business firms that have the applicable experience/capabilities to perform the Terracotta Stabilization Project at the Paul Findley Federal Building & U.S. Courthouse located at 600 E. Monroe Street Springfield, Illinois.  Any interested small business firm may submit a market research questionnaire demonstrating its capability to perform the requirement.  Your responses to the information provided will assist the Government in determining whether a small business set-aside is possible.

Project Description:

The objective of this project is to install netting over terracotta cornice to stabilize it continuously per plans and specifications. For additional information – see the attached Scope of Work Summary.

The North American Industry Classification System (NAICS) Code for the proposed acquisition is 236220, Commercial and Institutional Building Construction the size standard is $39.5 million.  The project is planned to be announced in January 2021 with an award anticipated for April 2021.  The estimated total construction cost for this project falls within the range of $250,000.00 to $500,000.00.  The performance period for this project is approximately 2 months for construction.

Contracting Method:

The “best value trade-off process” will be utilized in this procurement for the evaluation of offers and the selection of the successful company to receive the award.  The Government will select the proposal that represents the best value based on the evaluation of both the technical factors and the total evaluated price.  For this procurement, the technical factors will be more important than price.  The technical factors will include: experience on similar projects and past performance.

If you are interested in this project, please provide the following information. All information submitted will be subject to verification and additional information may be requested to substantiate your response:

Provide a short statement regarding your business’ expertise and experience on projects similar in scope and size?

Are you a small business? If a small business, please indicate any and all applicable small business representation(s) (8(a), HUBZone, Service-Disabled Veteran Owned, Women-Owned, etc.)

Do you have bonding capability to cover $250,000 of the construction cost?

Have you completed a minimum of three (3) and maximum of five (5) projects of similar size and scope? If so, complete Attachment A for each project to demonstrate relevant experience.

Would you intend to submit a bid on this potential project?

Are you registered under NAICS 236220 or 238140 or both?

An electronic submission is preferred. Your submission should be no longer than 10 pages. Responses are due by 2:00 PM CST on December 17, 2020.
