The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with Geocue Corporation using the procedures in FAR Parts 6 and 13, for services related to Terrasolid/GeoCue Software Support, Maintenance, and License. The Contractor shall only supply software, product license and will not require the use of any contractor owned equipment. The Contractor shall provide supporting documentation or a reference to obtain the necessary material which describes the security capabilities, the design and development processes and the testing and evaluation procedures used by the product or services being provided for this acquisition. The Contractor shall also provide supporting documentation or a reference to obtain the necessary material which describes all product or service updates and enhancements as they are implemented. All submissions shall show that the proposed services meet the following minimum requirements: 1) 3 Terrasolid (TerraScan) Software Maintenance; 2) 3 Terrasolid (TerraMatch) Software Maintenance; 3) 3 Terrasolid (TerrScan Viewer) Software Maintenance; 4) 3 Terrasolid (TerraPhoto) Software Maintenance; 5) 7 GeoCue Distributed Subtask License (Remote Nodes); and 6) 7 GeoCue Distributed Subtask Software Annual Maintenance. GeoCue Corporation is the only party known to NOAA who can meet these requirements. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The solicitation number is NCNL3000-9-12175. The North American Industry Classification Code (NAICS) for this acquisition is 541512 with a small business size standard of $25M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. The determination to compete or not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
