Walter Reed National Medical Center has a requirement to procure The Multiple Amputation Trauma Trainer (MATT) for the Department of Hospital Training (HEAT). (MATT) is a high-fidelity combat trauma patient mannequin that allows for needle decompression, advanced airway intubation, chest tube, surgical cricothyroidotomy, arterial exsanguination, Combat Application Tourniquet (CAT) application, field grade ruggedness, remote control application, crepitus of pelvis, water resistant, realikstic and resilient. The Government intends to procure this item on a sole source basis from KForce Government Solutions Inc. (KGS), the manufacturer of this equipment. Only the (KGS) can provide the required equipment because it owns the proprietary schematics diagrams, software and spare parts required for maintenance. Also, only it possesses the proprietary troubleshooting tools required to analyze and assess performance problems. Further, required repairs can only be performed by manufacturer's factory trained and certified technicians. Lastly, no other vendor could perform the work because of the prospective liability issues involved if the repairs were done improperly and any existing warranties on the equipment would be voided. This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized the procurement of this item under the full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future for this item. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
