The Northfield Park District does hereby invite sealed bids for Clarkson Park. Work will include site clearing, earthwork, water service, storm sewer, concrete footings, paving, and curbs, porous unit paving, stone and brick masonry, roofing, lighting, playground and splash pad equipment installation, architectural construction, native rain garden planting and maintenance, turf grass seeding, and landscape. Project manuals, including bid form and specifications, and construction documents are available after 10:00 AM on January 24, 2020 from Accurate Reprographics 2368 Corporate Lane, Suite 100, Naperville, Illinois 60563, 630.428.4433 www.hitchcockplanroom.com. Bidding documents are available at the non-refundable cost of reproduction for each bid package. Bids will be accepted at the Northfield Park District, 401 Wagner Road, Northfield, Illinois 60093, during regular office hours. All bids must be submitted in a sealed envelope marked with the Contractor's name and address, and "Northfield Park District, Clarkson Park," on the face of the envelope. Bids must be received no later than 10:00 AM on February 5, 2020. Bids will be opened on February 5, 2020 at 10:00 AM at the Northfield Park District, 401 Wagner Road, Northfield, Illinois 60093. All bidders will be required to submit Bid Security in the form of a Bid Bond, Certified Check, Cashier's Check in the amount of 10% of the Base Bid, payable to the Northfield Park District. No proposals or bids will be considered unless accompanied by such bond or check. This project is subject to the Illinois Prevailing Wage Act (820 ILCS 130/0.01 et seq.). A prevailing wage determination has been made by the Illinois Department of Labor for public works projects in Cook County. The contract entered into for this project will be drawn in compliance with said law and proposals should be prepared accordingly and provide for payment of all laborers, workmen, and me-chanics needed to perform the work at no less than the prevailing rate of wages (or the prevailing rate for legal holiday and overtime work) for each craft, type of worker, or mechanic. The Contractor(s) selected will also be required to comply with all applicable federal, state and local laws, rules, regulations and executive orders, including but not limited to those pertaining to equal em-ployment opportunity. The Northfield Park District reserves the right to waive technicalities, to accept or reject any or all bids, and/or to accept only portions of a bid and reject the remainder. The Park District will award the contract to the lowest most responsible and responsive Bidder, as determined by the park District. In considering the Bidder's responsibility, the Park District may evaluate, among other factors, the ability of the Bidder to provide experienced labor sufficient in numbers to timely and properly complete the services, the financial capability of the Bidder, and the performance of the Bidder on other projects. Bids shall not include federal excise tax or state sales tax for materials to be incorporated in, or totally consumed in the prosecution of the Work. A tax exemption certificate will be furnished by the Park District at the request of the Bidder. The District's tax exemption number shall only be used by the successful Bidder for the work of this Project. No submitted bid may be withdrawn until a period of sixty (60) days after the bid opening date, without written consent of the Northfield Park District. The Northfield Park District encourages minority business firms to submit bids on this project and the successful contract bidder to utilize minority businesses as sub-contractors for supplies, equipment, services, and construction.
