The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a sole source, firm fixed price contract to Themis Computer, Freemont, CA for the following:
CLIN 0001 Themis with Expansion Cards, 531-DD2V20052-ST0, (Qty. 2 Each)
CLIN 0002 Themis Computer for Distro Console Assembly, 531-D42A20052-000, (Qty. 1 Each)
Required delivery is on or before 15 May 2015. FOB Destination is Naval Station, Newport, RI

Themis Computer is the sole manufacturer of the 531-DD2V20052-ST0 and 531-D42A20052-000 model computers and no authorized resellers are available. It has been determined that in order to maintain the ability to interface with existing concurring computer hardware and maintain operability, these 2 configurations may not be substituted. This procurement is for components to be installed in the Land Based Submarine Radio Room (LBSRR). This laboratory is used for system integration and acceptance testing, including Nuclear Command, Control and Communications (NC3) Strategic certification testing, and must be 100% representative. Failure to procure the exact Themis computer, as installed on a submarine, would render testing invalid. As a result, systems would be improperly and inadequately tested prior to installation.

Evaluation will be in accordance with FAR 52.212-2 Evaluation - Commercial Items. Evaluation factors are technical capability, price, and past performance. Each is equally important. The following addenda or additional terms and conditions apply: In accordance with DFARS Clause 252.211-7003, the contractor shall provide a Unique Item Identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000 or more.
Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Offers should include price and delivery terms. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
