This proposed action is for the procurement of ten thousand (10,000) Thermoluminescent Dosimeters (TLD) Badges the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(1)(ii).

This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334517. Size standard is 500 employees.

The proposed source is Panasonic Industries, 1 Panasonic Way, Secaucus, NJ 07094. The items must meet both technical and physical configuration requirements listed. Technical requirements must include: 1) A four-element dosimeter - elements 1 & 2 must be Lithium Borate and elements 3 & 4 must be Calcium Sulfate, 2) Must be able to detect Beta, Gamma and Neutron Radiation, 3) Must have a Lower Limit of Detection of 10 mrem, 4) The TLDs must be numbered in a manner that precludes duplication within the USAF Dosimetry Inventory, 5) These must be new and never used TLDs. The TLD physical configuration must be: 1) Compatible with both the ISA 820 and Panasonic UD-874 TLD Hanger, 2) Compatible and can be read by a Panasonic UD-7900M Automatic TLD Reader, and 3) Must be such that it is compatible with the Panasonic UD-794C Automatic TLD Irradiator. The Panasonic UD-802AT TLD is the only known TLD that satisfies both technical and physical configuration critical requirements

This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
