Sealed bids from pre-qualified bidders for the Town of Thetford Village Pedestrian Improvements shall be received by the Board of Selectmen, at the office of the 3910 Vermont Route 113, Thetford Center, VT until 1:00 PM, Local Time, May 2, 2019, and at that time and place shall be opened and read aloud publicly. A recommended pre-bid conference shall be held at the Thetford Town Hall, 3910 Vermont Route 113, Thetford Center, VT on April 16, 2019 at 10:00 AM, for perspective bidders to ask questions and to visit the site with the ENGINEER and the TOWN. In general, the project includes, but is not limited to: Remove and replacement of catch basin frames and grates, utility light repairs, the expansion of the existing parking lot, addition of a structural gravels overflow parking area, site work, kiosk and ancillary features installation and parking lot pavement overlay. The plans and specifications will be available electronically at no cost (in PDF format) for downloading upon request by emailing [email protected]. There will be no charge for electronic documents. Paper plans and specifications will also be available from Stantec Consulting Services Inc. at 5 Dartmouth Drive, Suite 101, Auburn NH 03032, Hours: 8 AM to 4:30 PM, Mon. - Fri., Tel: 603-669-8672, for a $50.00 non-refundable fee per set. There will be no charge for mailing sets. The deposit must be made payable to Stantec Consulting Services Inc. NO CASH WILL BE ACCEPTED. Each general Bid shall be accompanied by a Bid Bond or a Treasurer's, Cashier’s, or Certified Check in the amount of 5% of the bid amount, payable to the Town of Thetford, VT. BIDDERS are required to submit proposals on the Bid form provided. The Town of Thetford, VT reserves the right to waive informalities in Bids, to reject any or all Bids submitted, and to accept the proposal deemed best for the Town. This project is partially Federally Funded and is subject to the state and federal requirements for Federally Funded projects, including, but not limited to Davis Bacon Wage Rates and the Federal Suspension and Debarment Act, Equal Employment Opportunity, Each bidder shall be required to endorse and submit certifications stating that they will comply with Federal funding requirements. No BID may be withdrawn within 30 days, Saturdays, Sundays, and legal holidays excluded, after the opening of Bids. The successful BIDDER must furnish a 100% Performance Bond and a 100% Payment Bond with a surety company approved by the OWNER within five (5) days of the Notice to Award. PREQUALIFICATION OF CONTRACTORS: All bidders on this project shall be on the current Agency of Transportation’s general prequalified list or shall have submitted a complete prequalification application to the Agency of Transportation, Contract Administration, a minimum of 10 working days prior to the bid opening.
