THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a "market search" in preparation for a future procurement. We are actively seeking Small Businesses and we will set this requirement as a small business set aside should we find two or more capable Small Businesses. Therefore, we highly encourage Small Businesses to participate in this Sources Sought process. Information submitted in response to this notice will be used to determine if we can set it aside for Small Businesses only. However, if two or more Small Businesses can’t perform the required tasks, then we will open to full and open competition and no feedback will be offered to the interested parties that submit capability statements. The Environmental Protection Agency (EPA) has a need for a contractor to provide the U.S. Environmental Protection Agency, Office of Atmospheric Programs, Climate Change Division is seeking support for EPA’s climate change scientific efforts. This work will primarily focus on technical support for the development, maintenance, documentation, and applications of EPA’s Framework for Evaluating Damages and Impacts (FrEDI). The work will also include sectoral analyses that fall within the domain of the Climate change Impact and Risk Analysis project (CIRA) (these analyses can inform the FrEDI project), or the development of reports regarding climate impact topics of interest (these reports can be informed by FrEDI analyses) . In particular, the Contractor will support EPA in these five areas under the FrEDI and CIRA umbrellas: · FrEDI o Development and Maintenance o Documentation o Applications · CIRA o Sectoral Analysis o Writing Reports The period of performance for this contract will consist of a 12-month base period, followed by four 12-month option periods (total contract is five years). The purpose of the tasks outlined in this SOW is to provide support for EPA’s efforts to effectively track and communicate information about the science and impacts of climate change, and project future changes to climate and economic systems. Products associated with these tasks will inform the Agency, public, stakeholders, and other constituents. Please see the attached SOW for more details. The applicable NAICS code is 541620 “Environmental Consulting Services.” The applicable PSC code is R499 “Other professional services.” Any interested firms shall submit a capability statement which demonstrates the firm's ability to perform the key requirements described above and within the SOW. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capability statements, contractors shall provide their size status for the above referenced NAICS code, and they shall also specify that they are small business concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). E-mailed submissions shall be the only accepted method of delivery; no hard copy submissions will be accepted. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis, which will be preceded by a Pre-Solicitation Notice.
