The Engineering and Support Center Huntsville is planning to award one (1) order using the RPMS Basic Ordering Agreement issued under solicitation W912DY-13-R-0008. This project is to provide all labor and materials for High Altitude Electromagnetic Pulse (HEMP) upgrade design and construction to existing building 4002, Thule AB, Greenland. Contractors shall possess the following skills/experience:

1. Experience with HEMP hardening (PAVE PAWS or BMEWS or similar complexity projects), design, facility restoration, construction, and installation within the past five years will be the first and most heavily weighted Evaluation Criteria for any potential or interested Contractor team.

2. Experience with successful Certification of HEMP-hardened Missile Warning facilities by USSTRATCOM (and or DTRA) within the past five years will be the second requirement for any potential or interested Contractor team.

3. Experience with installation of Fiber Optics and other low voltage controls, fire alarms, Command and Control video centers in the past five years will be the third requirement for any potential or interested Contractor team.

4. Experience with performing HEMP upgrades or construction identified in the first three requirements at an Arctic location is the final Evaluation Criteria for any potential or interested Contractor team.

A site visit is scheduled for 8 October 2015. The site visit is not mandatory. Contractor's travel information to Thule Greenland is included as attachments.

Travel Dates: 8-16 Oct 2015

Limits: Seats are limited to 9 contractors with a max of two travelers per company. Seats will be filled based on date and time stamp of received requests.

2. Anti-Terrorism Awareness Training - reference attached "Updated Travel Requirements for Thule Greenland_19 Sep", paragraph 2

3. Site Access Request Form - - see attached - "12 SWS Entry Authority List Request Form." This MUST be filled out returned to the contracting officer

4. Flight Reservations - - reference attached "Updated Travel Requirements for Thule Greenland_19 Sep", paragraph 4

5. Arctic Gear Request Form - see attachment, "Arctic Gear Request Form" and return completed forms to the contracting officer.

6. Base Lodging Reservations - email [email protected] with names and dates of request. Be sure to identify travelers as male or female because they have community bathrooms at opposite ends of the building

7. Rental Vehicle (Optional) - see attached "RA1 Rental Agreement Care Hire 2014". Also, additional information is located in "Updated Travel Requirements for Thule Greenland_19 Sep", paragraph 6.

Confirmation of the items 1-5 MUST be sent to the contracting officer NLT 11:00 AM CST, 21 Sept 2015.
