This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, Simplified Acquisitions Procedures. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. This is a Notice of Intent. The announcement number for this acquisition is NIH-OLAO-OD5-NOI2583194 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date July 16, 2012. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 dated May 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541711, which has a size standard of 500 employees.

The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institutes Eye Institute's Intramural Research Program, intends to procure on a sole source basis from RainDance Technologies which will include the following specifications:

1- 20-02500 ThunderStorm System, installation and on-site familiarization and 12-month limited warranty

This is a fixed-price contract and the FOB term is Origin and Payment Net 30 days. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted.
