***** Sole source determination is based on the need to acquire a Time Triggered Ethernet Development System A664 v4.1 for Linux and components that will be used to expand the Smart Grid Communication research. Currently, NIST is using an emulation platform for the communication part of the testbed. NIST seeks to replace the existing emulation platform with a new Ethernet-based communication system that can guarantee deterministic communications for the Phasor Measurement Units. The current system is equipped with three 10/100/1000 Mbit/s front I/O Ethernet ports running at full-duplex speeds. It uniquely supports three standard traffic classes: Ethernet (IEEE 802.3), rate-constrained (ARINC 664 p7) and time-triggered (SAE AS6802) traffic in parallel on one physical infrastructure. Purchasing different hardware and software could introduce interoperability issues with our existing synchrophasor test-bed, which may prevent NIST from completing work on smart grid communication projects. Additionally, there will be a very large and expensive time investment to develop laboratory test equipment using products other than the TTE-Development System A664 v4.1 for Linux specifications. TTTech North America is the only know vendor capable in providing the required Time Triggered Ethernet Development System.
