The purpose of this special notice is to notify interested vendors and the public of an upcoming requirement for Education Design in Timor Leste. Through this notice the Millennium Challenge Corporation (MCC) wishes to obtain feedback regarding the draft Statement of Work (attached) and to gauge vendor interest in a future Request for Quotes. Below is a list of questions that will enable MCC to incorporate vendor feedback into the upcoming solicitation. Please submit your answers by COB, Friday 26 June 2020. Please keep in mind that MCC will not be providing answers to questions submitted and will be using the feedback provided for internal purposes only.

- Is the timeline realistic and clear? Is there additional information that could be provided that would make it more clear?
- Is the Level of Effort (LOE) appropriate? Do you recommend any changes to the LOE?
- Do you recommend any changes to the required staffing? Would you have any recommendations on the requirements on key staff?
- Are there other recommended changes you would recommend making to the overall Scope of Work?
- If MCC held an online outreach event for this requirement to provide further clarity for this requirement would you be interested in attending? If so, would you be available in the next two weeks to attend such an event?”
- Could you please provide a rough cost/price estimate range for the work outlined in the draft SoW?
- Is your firm registered or willing and able to register in the System for Award Management /SAM.gov?
