This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333314 with a small business size standard of 500 employees.

The Government requires a purchase of one (1) narrow linewidth Ti:Sapphire laser with external cavity doubler with integrated low noise diode pumped solid state laser pump source (SolsTiS). The system consists of:

SolsTiS 5000 PSX R: Narrow linewidth Ti:Sa laser, ICE-BLOC system control electronics, chiller, pump integration kit (PIK) and Verdi V18 pump source.

Specifications:
• Power at 738 nm > 4.7 W
• Tuning range 725 - 875 nm
• Linewidth < 100 kHz measured over 100 us
• Amplitude noise < 0.075 % RMS (10 Hz to 10 MHz)
• PSX model allows for high resolution resonator scans over > 25 GHz at 780 nm

ECD-X Enhancement Cavity: ECD-X SHG enhancement cavity operates from 363 - 437nm. The system will include one crystal module providing tuning of up to +/- 10nm and centered at 369nm.

ECD-X specifications:
• Power output at 369 nm > 1.5 W
• Scan range > 40 GHz
• Linewidth < 200 kHz measured over 100 μs
• Amplitude noise < 0.15% RMS (10 Hz to 10 MHz)
• M^2 < 1.2 (typical < 1.1)

Terascan (TS): Advanced functionality for automated, continuous, mode-hop-free, high resolution wavelength scans over 10 nm
• Incorporates a Fixed Infra-Red Pick Off and Fiber Launch Module for stable connection to customer's wavemeter

Variable Infra-Red Pick-Off + Low Power Fiber Launch Module:
• Integrated variable infra-red pick-off module for stable, safe access to SolsTiS output (~5% to 95%)
• Low Power Fiber Launch Module

The Government intends to negotiate a sole source contract with:

The Government has determined that no other source can meet this requirement. It is essential to have a system that offers highest specification and flexibility and offers automated, hands free operation over the wavelength region required in the Government's experiments. Also required is the ECDx frequency doubling module which is the most efficient SHG enhancement cavity available and covers 363 - 437nm with a single set of optics. The SolsTiS also offers the feature of a hermetically sealed cavity and fully hands-free, automated operation with no manual adjustment, which can complete a 5nm mode hop free, continuous scan with kHz resolution within 10 minutes. Other manufactures are unable to meet this requirement without severely impacting or jeopardizing the success of ongoing research which would result in a loss of efficiency and the ability to experiment will be impaired

This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.

Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 22 February 2019.

A Sole Source Justification will be attached to the subsequent Notice of Award.
