This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice.

Synopsis/Solicitation N0017819Q6949 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a brand name basis for the purchase of TM Simulators; manufactured by Systems Engineering & Management Co. (SEMCO) as listed on the attached SF18, Request for Quote. Usage of another brand would require unexpected and unbudgeted expenses to cover for hardware integration that will result in schedule delays and mission impacts. Extra labor by a subject matter expert will be required to perform integration, troubleshoot issues and test functionality. This will result in a minimum of six to twelve months of loss of mission support, which will affect the sponsor's schedule and budget. This loss of support and the extra labor required is estimated at $150,000.00 to $200,000.00.

Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. Must quote BRAND NAME and MUST BE AUTHROIZED RESELLER. Please submit letter of authorization with quote.
