The U.S. Department of Education, Office of Federal Student Aid (FSA), has a need for TOAD for Oracle Xpert Edition and Quest Software Maintenance Renewal. The TOAD for Oracle Xpert Edition and Quest Software licenses are currently installed on 34 desktops in FSA's Office of the Chief Financial Officer (CFO). CFO requires the TOAD for Oracle Xpert Edition Software to support the Financial Management System's (FMS) architecture.

TOAD for Oracle Xpert Edition Software maintenance is peculiar to one manufacturer, and only authorized resellers and the manufacturer can provide it. Without this maintenance renewal, current users would risk not being able to perform day-to-day, complex, and ad-hoc data extract and manipulation requests. TOAD Software maintenance can be acquired through a Federal Supply Schedule. It would not make sense to introduce another product other than TOAD for the sake of competition. A new product would not be cost effective and would introduce an unacceptable delay and risk.

The base period of performance for the award will be 11/30/15 to 11/29/16. Two one-year option periods will also be included in the award.

Based on the above, it is determined that TOAD Software maintenance is essential to the Government's requirements and is available for purchase using the Federal Supply Schedule.
