The U.S. Army Contracting Command - Aberdeen Proving Ground – Natick Contracting Division on behalf of the U.S. Army Combat Capabilities and Development Command (CCDC), Soldier Performance Optimization Division (SPOD) intends to procure on a sole source basis under FAR 13.106-1(b)(1)), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements – Tobii Pro Glasses 2 Live View. In support of the human factors team product testing and research, an eye-tracking tool is required. Specifically, SPOD plans to use the system to enhance their digital screen based User Experience/Usability testing by tracking and recording where Soldiers look and how they move their gaze, and integrate the tool into marksmanship performance assessments. In order to meet these uses, the eye-tracking system requires integration with current and future soldier equipment as well as other data collection tools SPOD uses. This system will allow SPOD to track the movement of an individual’s eye and pupil to determine focal points and attention draws. The Tobii Pro Glasses 2 is an easy-to-use system which will let SPOD conduct quality eye tracking studies with minimal effort and investment.

Natick Contracting is anticipating awarding this contract to Tobii Technology Inc, 12007 Sunrise Valley Drive Suite 400, Reston, VA, 20191-3457. Tobii Technology is the only capable company of providing this pair of Tobii Pro Glasses 2. A Firm Fixed Price Contract will be issued. This is not a request for quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Contracting Officer.
