The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open basis to a manufacture sole sourced to ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009 with full and open competition among authorized distributors due to unique capability. Only the manufacture and its authorized distributors can update and support the TOES software and is compatible with the computers and equipment being used in the test racks.
