This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W50S8A21Q0004, and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-05. The associated North American Industrial Classification System (NAICS) code for this procurement is NAICS 333120 Construction Machinery Manufacturing, a small business size standard of 1250 Employees. This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 14 May 2021 at 5:00 PM EST. Free On Board (FOB) Destination shall be the Pease Air Force Base located at 302 Newmarket St, Bldg 151 Newington, NH 03803. The Government intends to award a Firm-Fixed Price (FFP) contract.

The NH National Guard requires the following supply:

CLIN 0001: 1EA – All-Wheel Steer 2 Seat Utility Vehicle that is compatible with attached list of government-owned equipment manufactured by Bobcat.  SEE ATTACHMENT #1.   

In addition to being compatible with the equipment listed in attachment one, the ToolCat should also meet the following specifications:

1. Greater than or equal to 59 horsepower diesel motor
2. High Flow Hydraulics with quick couplers
3. Power coupling attachment (cab control actuated)
4. Boom Float (needed for snow removal)
5. Full-time Four-Wheel Drive Suspension
6. 4-wheel independent Roll Over Protective Structure (ROPS) which Meets Requirements of SAE-J1040 & ISO 3471
7. Falling Object Protective Structure (FOPS) which Meets Requirements of SAE-J1043 & ISO3449
8. Hydraulic Dump Bed, Rear Receiver Hitch 4200 LB towing capacity
9. Cab Enclosure with Heater & Air Conditioning
10. Backup alarm
11. Rear window protective rack mounted to the dump bed
12. Standard work bucket.
