This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-09-Q-0240 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12 (iv) This procurement is being issued as a 100% SMALL BUSINESS set-aside under NAICS code 314912 and small business size standard of 500 Employees. (v) CLIN 1: Purchase of seven (7) each "F/A 18C Aircraft Top Covers." (vi) Covers shall match existing covers and be constructed of materials which meet or exceed those currently be used at the Aerospace Maintenance And Regeneration Group (AMARG) on Davis-Monthan AFB, Arizona. Mfr is Sun Dome Inc., P/N: 150310. Contractor shall construct top cover out of polyethylene in a variety of pieces designed to fit the entire aircraft with various attachment points or d-rings and fasteners. The cover itself will be constructed out of 0 1/2 ounce vinyl coated polyester. The separate pieces will be cut and sewn together to form the final product. The cover will protect the top and sides of the aircraft. Webbing will be used to cinch the actual cover around the aircraft. The cover will then be stenciled, inspected, and packaged for shipment. The useful life and subsequent warranty of the cover will be at least 10 years. The cover will be approximately 56 feet long and 39 feet wide. There will be 113 stainless steel double D rings sets that will be sewn with a box stitch through the nylon webbing and the cover. There will be 170 yards of nylon webbing heat cut to the appropriate lengths to secure the cover to the aircraft. There will be 54 metal turn fasteners to secure the tail rudders, nose, wing tips and other appropriate areas. There will be appropriate sized boots to cover the antennas. The center line stitching will be done utilizing a Feldlock "triple Needle French Fell or Lap Seam" set at 7 stitches per inch to maintain optimal fabric strength and integrity, and to help prevent tearing on the dotted line due to needle perforations through the fabric. The thread exposed to sunlight will be PTFE thread resistant to extreme temperature variations, mold and rot, UV sunlight and saltwater. It will be minimum 1000 denier and have a typical breaking strength of 8 pounds. Contractor shall also include an installation manual and a reasonable quantity of spare material for on-site repairs. Offeror shall include description/literature of offered product and warranty terms and procedures with quote, certifying any "equal" meets all requirements and will fit/attach appropriately. Contract shall not invoice for the units until the Government has tested the product to ensure it conforms to the above stated requirements. Quoted price shall include all applicable taxes, fees and delivery.

Prospective offerors may inspect the existing covers during the preliminary site visit on 17 March 2009, 9:00 A.M. local at the AMARG, Davis-Monthan AFB AZ. Attendees shall meet at the Craycroft Rd visitor center by 8:45 to receive base access. (vii) Delivery shall be FOB Destination, 309th AMARG, Davis-Monthan AFB, Tucson AZ, within 60 calendar days ARO. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) 52.212-2, Evaluation -- Commercial Items applies. Quotes will be evaluated on price and warranty, with price being the more important factor.
