The Naval Air Systems Command intends to negotiate on a sole source basis with Thales Avionics, 45 Rue de Villiers, Neuilly Sur Seine, France for sustainment of the H-1 Upgrades TopOwl and Optimized TopOwl Helmet Mounted Sight and Display (HMSD) system. The Government contemplates a firm fixed price contract with a base year and four option years. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. Thales Avionics is the designer, developer, and manufacturer of the HMSD system. As such they are the only source with the necessary engineering expertise, technical data, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and performance characteristics to meet the Governmentââ¬â¢s requirements. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capabilities statement in which they identify their interest and technical capability to perform the requirement. All capability statements received will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The Government reserves the right to process this procurement as a sole source action based on the responses received.
