The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Toptica Photonics, Inc. of Victor, N.Y. for the purchase of a Toptica WS6-200 IR Wavemeter,
Under other than full and open competition by the authority of FAR 13.106- 1(b)(1). Only one responsible source and no other supplies or services will satisfy agency requirements:
Toptica Photonics is the only contractor that can provide a Toptica WS6-200 IR Wavemeter.
The primary function of this wavemeter will be in support of a SolsTiS Ti:sapphire laser, manufactured by the company M Squared Lasers, which already resides within the CNST Nanophotonics Laboratory. This capability is required for the laser to serve as a spectroscopy tool in measurements of nanoscale devices performed in our laboratory. However, this capability requires a WS series wavemeter, sold by Toptica Photonics, in order to achieve the necessary spectral resolution and wavelength accuracy. Only a Toptica Photonics WS series wavemeter has been designated by M Squared Lasers as having the necessary hardware performance and software interface need to achieve the required laser wavelength tuning functionality.
M squared does not make wavemeters, and Toptica is the only source they have used for enabling the functionality we require.
Toptica Photonic has no re-sellers.
The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on February 6, 2015. Inquiries will only be accepted via email to [email protected]. No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
