This requirement is for the following:
Qty 2: Toro GroundsMaster 5900 Lawnmower

The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 333112 Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing, and the size standard as defined by the U.S. Small Business Administration is 1,500 employees.

Currently the 88th CES/CEOHP (WPAFB Grounds Section) maintains a large fleet of lawnmowers. As a majority of the fleet (34 of 46 mowers) are Toro brand, a Toro spare parts inventory has been established. By continuing to acquire Toro brand mowers, the Grounds Section can utilize the inventory and continue to service their fleet. Additionally, Toro requires all Federal orders for Toro equipment be made out to them and sent to them for fulfillment.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 12 December 2022 will be considered by the Government. This notice is not a request for competitive proposals/quotes.
