THIS IS A REQUEST FOR INFORMATION (RFI) ONLY; it is not a Solicitation (i.e. Request for Proposal, Request for Quotation, or Invitation for Bids) or an indication that the Health Readiness Contracting Office (HRCO) will contract for the supplies contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only.  In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review.  If a competitive solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement.  This RFI does not restrict the Government's acquisition approach on a future Solicitation.

 

RESPONSES: Respondents to this RFI are to describe their interest and ability to perform the requirements summarized within this notice. Responses are to contain (1) company name, (2) CAGE code, (3) business size pursuant to NAICS code 541690 (size standard $15million ), (4) mailing address, (5) primary point of contact information, to include telephone number and email address. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of two (2) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted.

DESCRIPTION OF REQUIREMENT: Toxicology Support Services for the U.S. Army Medical Department (AMEDD), Army Public Health Center has developed this Request for Information (RFI) to identify potential sources in the commercial marketplace capable of providing the following services to support the Army Public Health Center Toxicology Division.

 

The Department of Defense (DoD) requires expert opinion, advice and consultation on the matter of toxicology and related issues through the review of available literature, reports, and data culminating in a report to the DoD.  The contractor shall provide qualified personnel, services, materials, equipment, supplies and facilities necessary to maintain a standing committee on toxicology (COT) to investigate, examine, and report upon toxicology and related sciences, as requested by the DoD, and return an autonomous reporting of the findings to the DoD.  The contractor shall provide scientific support services in the form of a standing committee on toxicology (COT) and a toxicology information center (TIC). A detailed description of the requested services is provided below:

 

a. Evaluation of toxicity information: Provide for an analysis of the quality and value of toxicological information.  COT and its staff will assemble and organize data and provide bibliographies for wide-ranging toxicologically related subjects requested by the sponsor.  The Committee and its staff will assess the appropriateness and applicability of the data in the individual studies to the problems identified in specific requests from the sponsors.  Since the time frame of response will vary from subject to subject, the COT will notify the sponsor within 30 days of receipt of the request of the time that it is expected to respond to a specific request.

 

b. Toxicological advice: Provide a committee composed of internationally known experts in toxicology, medicine, occupational medicine, industrial hygiene, immunotoxicology, pharmacokinetics, biochemistry, pharmacology, inhalation toxicology, neurotoxicology, epidemiology, and risk assessment to provide expert advice and consultation  services to the Army Public Health Command (Provisional)

 

c. Toxicology analysis:  Provide in-depth analyses of requests for toxicological advice, including specialized safety evaluations for military personnel.  Plan symposia and workshops to consider specific topics of interest to the DoD which will result in proceedings or reports.   

 

d. Toxicology information collection:  Collect and maintain toxicity information from published and unpublished sources on a wide variety of substances to which humans are exposed, occupationally and environmentally.

 

e. Toxicology Coordination:  Assist in coordination of toxicology programs within the sponsoring agencies.

 

f. Information Source:  Serve as a medium of exchange; of toxicity information among the sponsors and between the sponsors and the scientific community.

 

The specific toxicological support services (tests, analysis, consultation) required under this requirement are unknown and unpredictable therefore this contract is considered noncommercial in nature.
