•1           Scope

The overall objective of the Legacy Transceiver Replacement is to replace Shadow Control's legacy GRT/GRR-23/24 and GRC-171's transceivers manufactured by General Dynamics. The maintenance is no longer attainable on these Legacy Transceivers due to the internal circuit cards are no longer available in the supply system. The PMI specifications can no longer be met without replacing these cards when radios are out of T.O. requirements. A Transceiver with the below specifications can quickly resolve the problem with minimum installation ailments.  The requirements, listed below, state the capabilities that are required to meet the communication requirements at Shadow Control.

 

•2           Requirements

  • A flexible selection of AM/FM operating frequency bands with a minimum range of VHF 112-150 MHz and UHF 225-399.975 MHz
  • Minimum 100W FM/30W AM high power RF transceiver with adjustable output power.
  • An interface must be able to remote connect via IEEE compliant 10/100 Ethernet link for radio control, status, voice audio, and transmitter keying of a radio or multiple radios with Cornet Technologies IPGATE-AC while using Air Force Research Labs Rome software.
  • Remote radio control must be able to change frequencies, Time of Day (TOD) send, adjustable squelch and load HAVE QUICK I/II.
  • Receive Sensitivity less than -100 dBm for AM/FM voice. 
  • Radio may be operated from the front panel or from remote interface connected via an IP or E1 network.
  • Comprehensive Built-in-Test (BIT) for quick, simplified equipment status indication and troubleshooting aid
  • GRC-171/RT-1272 compatible connectors and pin-outs for easy system upgrades
  • Embedded scanning 121.5 MHz or 243.0 MHz guard receiver mode
  • Highly efficient primary power inputs - broad range AC voltage and/or 24/28 VDC with auto switchover
  • Internal tracking filter options to operate efficiently in any co-site environment
  • Required Have Quick I/II capable. Any transceiver without Have Quick I/II capabilities will not be entertained.
  • A full color display and software-definable touchscreen on the removable Remote Control Unit to provide an intuitive user interface for radio control and status along with voice audio and keying connections.
  • Transceiver needs to fit in a standard 19" rack mount with the maximum of 4U
  • Audio - Narrowband voice and Wideband data; balanced 600 Ohm, -10 to +10 dBm output level adjustable in approx. 1 dB steps.

 

•3           General Radio

•3.1         These Transceiver radios are essential to our communications suite (CS); a communications infrastructure that routes radio and telephone devices to and from equipment, whether local or remote, to operator positions.

•3.2         The CS is used by operators to maintain contact with military aircraft flying in local Military Operations Areas (MOAs) over land and in nearby coastal areas to ensure safety of flight. This is done using multiple remote and local radio sites connected to the communications suite.

•3.3         The incumbent Transceiver radio must be able to connect to the existing Cornet Communications Suite without any hardware or software changes. Including cabling from the transceiver to the Cornet Communications IPGATE-AC. We currently use and will continue to use Air Force Research Lab (AFRL) Rome Touch-Radio Control System (RTCS) for remote control of the transceivers. Any manufacture questions will need to be discussed directly with Cornet Technologies and AFRL.

•3.4         If the Transceiver does not work with current cabling the incumbent transceiver manufacture will need to provide the cabling from the radio to the IPGATE-AC. This will be on the manufacture to work with Cornet Technologies for any proprietary data.

•3.5         The incumbent manufacture is required to verify that the transceiver is compatible with Air Force Research Labs (AFRL) Rome Touch - Radio Control System software.

 

 

•4           Overview

•4.1         Vendor shall submit a proposed quote for up to 32 fixed site VHF-UHF radio transceiver radios (See section 4.5).

 

Note: Initial operation will not include any secure radio communication, but future implementation and operation of secure radio communication is a requirement with equipment/cabling/installation guide(s).

•4.2         Quotes shall include infrastructure and other necessary components to connect radios to the Cornet Technology CS. It is on the manufacture to coordinate with Cornet Technology to determine if your transceiver is compatible with their system.

•4.3         The customer will be notified of all proprietary test equipment, and all required equipment needed to perform any periodic maintenance along with all documentation for equipment.

•4.4         Shadow maintenance personal will visit the site of the supplier to verify equipment performance testing results prior of acceptance. This will be at no cost to the incumbent manufacture.

•4.5         Incumbent Transceiver manufacture will install the newly procured transceivers at one local and three remote radio sites. For more information about site locations and quantity of radios at the site, contact the customer (Shadow Control).

•4.6         Shadow Operations floor will have 10 secure, and 3 non-secure operator positions for testing of transceiver radios.

•5           Training

•5.1         Training on equipment installation and operation in conjunction with install. The supplier shall provide Operation and Maintenance manuals for operators and maintainers that the Government can duplicate for on-site Government training purposes, along with digital PDF (Portable Document Format) versions with indefinite updates from the supplier included.

•5.2         While on site for performance testing, provide training for at least three 173d OSS/C2 radio/network maintenance personnel in the operation, use, and maintenance of the replacement transceiver radios at no cost to the incumbent manufacture.

•5.3         Individuals are normally awarded the "5" (journeyman) skill level after a period of OJT (On-the-job training) and correspondence courses. Journeymen technicians can accomplish basic troubleshooting for the system and contact technical support for additional troubleshooting.

•6           Warranty

•6.1         The manufacturer shall ensure all equipment is supported with a two-year manufacturer furnished warranty which shall come standard, and will cover shipping, freight, customs, return freight, as well as installation on major items. All warranty items are at the supplier's expense for the first two years after Government acceptance. After the two year warranty expires the manufacturer will offer an option for extended warranty at a minimum of 1 year increments.

•6.2         Provide 24/7 telephone/email customer support service on all installed components and system applications, with a response time of no more than one (1) hour.

•6.3         Upon end of the included two year warranty telephone/email support will be provided during normal business hours, with a response time no greater than one (1) business day
