The Naval Air Warfare Center Aircraft Division (NAWC-AD), Patuxent River, MD intends to negotiate and award a sole-source order to Rockwell Collins, Inc. (RCI), 400 Collins RD NE, Cedar Rapids, IA., 52498 to update the Modern Transmission Security (TRANSEC) Cryptographic Equipment Application (CEA), based on the Thornton TRANSEC Algorithm Modernized (TTAM) Interoperability Specification, and a Suite B CEA based on the Tactical Secure Voice Cryptographic Interoperability Specification (TSVCIS) v2.2, in the AN/ARC-210(V) RT-1939A(C), RT-1990A(C) and the RT-2036(C).

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements." RCI is the Original Equipment Manufacturer (OEM) of the hardware, and is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these items. Furthermore, RCI is the sole designer, manufacturer, and supplier of the AN/ARC-210 radios. The Government does not possess adequate data or the rights necessary to competitively award this requirement.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement is within the discretion of the Government. No phone inquiries will be entertained. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement.
