DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Communications Technology Laboratory's (CTL) High Speed Measurements group (HSM), intends to issue a Firm Fixed Priced modification to a single source under the authority of FAR 13.106-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements", to Keysight Technologies, Inc. under its current contract, SB1341-15-SU-0619.
The prospective contractor shall provide one (1) transient simulator upgrade and five (5) months product support and upgrades to an existing advanced design system format (ADS) license already held by NIST.
***** Sole Source Justification is based on the following: NIST acquired the Keysight Technologies Advanced Design System (ADS) software to support the development of state-of- the-art measurement instrumentation and integrated circuits with an existing contract with Teledyne scientific. The transient simulator is needed for the design of a comb generator, which by nature requires a temporal solution technique not supported by the harmonic-balance simulator we are currently using. The transient simulator, on the other hand, performs solutions temporally with a SPICE-like solution approach that is suitable for the design of these pulsed comb generators. Keysight Technologies retains the proprietary rights for upgrades to its software products. *****
The North American Industry Classification System (NAICS) code for this acquisition is 511210, Software Publisher with a size standard of $38.5 million.
No solicitation package will be issued. This Notice of Intent is not a Request for Quotation (RFQ) nor is it a request for competition; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to [email protected]. The government will consider responses received by 5:00PM, MDT, 27 May 2016. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov.
Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.
