A quotation received is not an offer, and consequently, cannot be accepted by the Government to create a binding contract.
Failure to execute quote prior to submittal closing date and time shall render quote invalid. Late quotes are not acceptable in accordance with FAR Provision 52.212-1(f).

INTENT: The purpose of this Request for Quote (RFQ) is to obtain a quote for Brand name or equal to:Woodway CALB000 six (6) Curve Non Motorized Slat Belt Treadmills with requirements listed below. Color: BLACK for Kirtland Air Force Base, New Mexico. The Government contemplates awarding a Firm-Fixed Price (FFP) contract resulting from this quote.

The 377 MSG/PKB at Kirtland Air Force Base seeks sources to provide six (6) treadmills that meet the below listed requirements:
1. Overall dimension 31" x 71"; Running surface dimensions 17" x 68" to fit facility and range of users
2. Must include slat-belt running surface with 60 individual 3/8" vulcanized rubber slats
3. Zero stretch and zero slip toothed, wire-reinforced, lateral belts with zero adjustment needed
4. Transportation system for curved track with 114 precision bearings and 12 roller guides
5. Unlimited/Human Powered Speed Range
6. Must have curved belt/running surface design
7. Must support user weight of 500lbs running and 800 lbs walking
8. AA Battery Power Display Board, readouts include: speed, distance, calories, time, and heart rate
9. Polar heart rate telemetry
No electrical power needed

AWARD CRITERIA: Qualified quotes will be evaluated and acceptance made in accordance with FAR Provision 52.212-2 Evaluation as indicated below.

The following FAR part 12 provisions and clauses apply to this procurement:
FAR 52.212-2, Evaluation - Commercial Items:
A. Minimum Requirement to meet as stated below, Brand Name or Equal to Woodway CALB000:
i. Technical Acceptability- The technical evaluation team will evaluate by assigning a rating of "acceptable" or "unacceptable". The Government will evaluate a minimum of three (3) lowest priced offers for technical acceptability in accordance with the solicitation. If none of the lowest three (3) are technically acceptable, the Government will evaluate the next three (3) lowest priced proposals until one proposal is technically acceptable, or until all offers have been evaluated. Only those proposals considered technically acceptable will receive further consideration for award. Once a proposal is deemed acceptable, all technical proposals are considered equal.

AFFARS 5352.201-9101 OMBUDSMAN (JUN 2016)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(d) The ombudsman has no authority to render a decision that binds the agency.
