Strategic Systems Programs (SSP) intends to issue a request for proposal on a sole-source basis in accordance with Federal Acquisition Regulation (FAR) Parts 6 and 15 to The Charles Stark Draper Laboratory, Inc. (CSDL), 555 Technology Square, Cambridge, MA 02139-3539, the design agent and incumbent sole-source prime contractor for the TRIDENT II D5 Strategic Weapon System Guidance Subsystem and navigation and software support for the Conventional Prompt Strike (CPS) Weapon System (WS). This effort will be contracted for on a  cost-plus-fixed-fee (CPFF) and cost-plus-incentive-fee (CPIF) bases to ensure that the TRIDENT II D5 guidance systems are sustained through their product life cycle.

The contractor will perform detailed analysis of all factory and fleet performance data and lead the development of alternative technologies to mitigate product obsolescence. The contractor will provide program management, administration, engineering, contracting, configuration, and process control for the maintenance of the MK6 guidance system to ensure that it meets all system performance objectives; including cost, electrical and mechanical interface control intended for high accuracy instrumentation applications. The contractor will also provide support for software integration, test, and analysis for Common Hardware In the Loop (CHWIL) coordination and integration for the CPS WS. The contractor will provide navigation solutions that optimize the CPS WS, mature inertial instrumentation, and perform trade studies for alternate navigation aids for the CPS WS.

This effort is inextricably linked to work already being performed by CSDL under SSP contracts N0003019C0001 and N0003020C0004, which were awarded using other than full and open competition. A Sources Sought Notice was posted on 5 April 2021 and no alternative sources capable of performing the requirement were identified. Interested vendors for lower tier subcontracting opportunities should contact CSDL directly. A solicitation is not intended to be posted on the Government Point of Entry and instead directly with the subject contractor in accordance with the sole-source procedures under FAR Part 6.
