The Strategic Systems Programs (SSP) intends to contract with Lockheed Martin Corporation Mission Systems and Training (LM MST) on a sole-source basis for follow-on TRIDENT II SSI Increment 8 Preliminary Design Review, Technical Design Package and EDM INS material kit completion items. The effort requires a contractor with the current and unique capabilities, expertise and in-depth knowledge of the TRIDENT II D5 SWS navigation subsystem to provide un-interrupted highly specialized follow-on support.  The contract will contain a base year effort beginning in FY15.  LM MST is the only known source with the critical experience, expertise, personnel and in-depth knowledge of the TRIDENT II D5 SWS navigation subsytem required to perform this follow-on effort.

 The anticipated contract will contain Completion CLIN(s).  This will be a letter contract with a planned issuance date of September 30, 2015.

An Award Notice will be publicized, when applicable, along with the supporting Justification and Approval for Other Than Full and Open Competition (J&A), in accordance with Federal Acquisition Regulation (FAR) subpart 5.301, 5.303, and 6.305 under separate notice. 

 
The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.  Interested persons may identify their interest and capability to respond to the requirement or submit proposals.  This notice of intent is not a request for competitive proposals.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 

The Government does not intend to use Part 12 for the acquisition.
