The National Institute of Health intends to award a firm fixed price purchase order to ABMI (All Business Machines, Inc) 2555 3rd Street Suite 100, Sacramento, California 95818 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible, No Other Supplier or Services Will Satisfy Agency Requirement, 41.U.S.C. 253 (c)(1). This requirement is for The Triple Quad System instrument and it is needed to provide an additional platform to support expanded testing capabilities and workload for the CC DLM Microbiology Molecular Laboratory. These two assays account for approximately 80% of our current section workload and an additional instrument is required to accommodate this transition.

The intended procurement will be classified under North American Industry Classification System Code 334516. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1).

All responsible contractors who meet the capabilities cited to perform the requirement, may submit experience, capabilities, and qualifications as outlined above which will be considered by the NIH. This notice of intent is not a request for competitive proposals. However, all information received within the seven (7) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon reasons to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
