"This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement."

"DUE TO AN ESTABLISHED ECONOMIC AGREEMENT BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE U.S. AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY, AS REQUIRED BY THE DEFENSE AND ECONOMIC COOPERATIONS AGREEMENT, SUPPLEMENTARY AGREEMENT 3, ARITCLE VI. IF IT IS DISCOVERED THAT THE U.S. AIR FORCE IS NOT ABLE TO MAKE AWARD TO A BUSINESS CONCERN WITHIN THE COUNTY OF TURKEY, IT RESERVES THE RIGHT TO MAKE AWARD TO A BUSINESS CONCERN THAT IS NOT WITHIN THE COUNTY OF TURKEY."

1. This sources sought is issued for informational and planning purposes only. Incirlik AB is conducting market research and desires input from industry to assist in requirements planning. The information requested by this sources sought will be used within the Air Force to facilitate that decision making processes and will not be disclosed outside of the agency. Please note: The Air Force will not be responsible for any cost incurred by interested parties in responding to this request. The 39th Contracting Squadron is interested in the identification of capable sources to troubleshoot and provide technical assistance to the on-site technicians on a Whelen Mass Notification System.

Item 0001 - Troubleshoot nine (9) Whelen Mass Notification towers and three (3) Whelen Mass Notification operator consoles.

Item 0002 - Provide technical assistance to the on-site technicians on the Whelen Mass Notification system.

Item 0003 - Submit a report of necessary repairs to make the Whelen Mass Notification system fully operational.

Please include in your responses to this sources sought the following information:

- Any recent past performance (within three years) of similar type services as described above.

2. Capability of furnishing the items requested: Capability information should confirm the ability to supply all workers, access to vehicles, and other requirements as above. The capability package must be clear, concise, and complete to allow for the Government to analyze the contractor's capability to meet the requested requirement. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this sources sought.

3. Submission of Information: Written response by e-mail is requested. Responses should be addressed to SSgt Pablo Velez, Contract Administrator, at [email protected]. Responses must be received by this office on or before 4 p.m. Eastern European Time 19 June 2014. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information.
