AFNWC/PKE intends to award a contract on a sole source basis under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2). Award to another contractor will result in substantial duplication of cost to the Government, which cannot be recovered through competition, and presents unacceptable delays which would jeopardize up to 21 joint, agency and coalition training programs.
Based on an evaluation of Statements of Capability submitted in response to the sources sought notice issued on 22 Dec 09 for this effort, AFNWC/PKE and the 705 CTS program office concluded that only the incumbent, SRC, possesses both the capability and experience necessary to effectively provide DMOC 705/CTS with continued technical analysis support until completion of the competed requirement. SRC was the only contractor that adequately demonstrated the ability to provide the knowledge, skill and experience while meeting all the security requirements to perform DMOC's mission without work stoppage.
While this notice of intent is for information purposes only, and is not a request for competitive proposals, interested parties may identify their interest and technical capability, and submit information which shall be considered by the agency.
