The Defense Threat Reduction Agency (DTRA) hereby submits a notice of intent to negotiate, on a sole source basis, a Cost-Plus Fixed Fee bridge contract to support DTRA’s acquisition of contractor support providing policy, operational, scientific, and technical guidance; training and exercise support; developing concepts of operations; and deploying expert teams known as Technical Support Groups (TSGs) who provide Combatant Commands (COCOMs) and other United States Government Departments and Agencies a low-visibility search capability to counter chemical, biological, radiological, and nuclear (CBRN) WMD threats in all operational and physical environments. The period of performance is for a three month base period (to begin 1 July 2016) and a three month option period. Other than full and open competition is in accordance with FAR 13.106-1(b). The TSG RFP was released March 4, 2016 and proposals came in on April 6, 2016. No solicitation package will be issued for this sole source as this will be used as a bridge. This notice of intent is not a request for competitive quotations. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will consider responses received by 5:00 PM EST on 12 May 2016.
