The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price, sole source Contract on behalf of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) to TSI, Incorporated in Shoreview, MN, under the authority as prescribed in FAR 13.106-1(b) (1), only one source reasonably available that will satisfy agency requirements. This requirement is to provide Aerobiology Engineers the necessary training to properly maintain, service, and annually certify the government owned TSI Aerodynamic Particle Sizer units and diluters. It is necessary for the Aerobiology, Animal Clinical Pathology, and Telemetry (AAT) Branch of the USAMRIDD, to staff and ensure training of Civilian and contract engineers. The objective is to provide USAMRIID AAT engineer personnel the training and knowledge needed to independently perform routine maintenance and annual calibration of TSI Model 3321 APS and TSI Model 3302A Aerosol Diluter. Training will include evaluation, cleaning, calibration, detector alignment, instrument calibration and maintenance. This equipment is proprietary equipment of TSI Incorporated therefore the contractor shall provide the facilities, personnel, equipment, supplies, materials, and other items necessary to perform the services.

This notice of intent is NOT a request for quotations (RFQ) and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide these services.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.

Any other firm desiring consideration must submit capability statements and identify their interest and capability to provide these services. Responses to this notice must be received no later than 1100 AM Eastern Time, 13 June 2024.
