The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Thermo Electron North America, Llc for a TSQ Altis Mass Spectrometer. All of the points listed below are unique to the TSQ Altis and cannot be found in triple quadrupole mass spectrometers sold by other vendors:   The equipment measurements need to have high mass accuracy through the entire range of 5-2000 m/z.  We require a mass accuracy of 0.1 Da in the mass range of 5-2000 m/z. We expect the instruments to be running almost continuously, and we need to be certain that data from the instruments at the end of the day is of the same high quality as that at the beginning of the day when the instruments are calibrated.  Therefore, we require mass stability of 0.1 Da over a 24-hour period. The laboratory space is limited and currently houses approximately 25 mass spectrometers already in the laboratory.  We have very little laboratory space in which we can place instruments and still adhere to safety regulations. We require that the instruments be a maximum of 12” x 30” x 32” (height x width x depth). We require the ability to be paired with a variety of liquid chromatographs including the Waters NanoAcquity, Agilent 1100 regular flow and cap LC pumps, Agilent 1200 capLC pumps, Agilent 1260 quaternary pumps, and Agilent micro switching valves. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within thirty (30) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any quotation/response should be emailed to contract specialist at [email protected] by 12:00 pm on July 17, 2020.
