Notice – Request for Proposal Project Name: Tumbling Creek Trail Construction RFP Number #42-022 – Addendum 4 February 11, 2022 The following questions and answers are for bid #42-022. Q1. On page 18 of the drawings, detail 1/40-02 calls for “6” THICK-3500 PSI CONCRETE SLAB WITH FIBERMESH REINFORCEMENT” and “6x6 WWM”. Would you like to use the fiber mesh or the 6x6 WWM? Or both? Typically, we use one or the other. A1. Typical heavy greenway trail section 6x6 WWM for sta. 14+50 to 25+13; where the trail is parallel with the sanitary sewer line, 6’ thick – 4000 PSI concrete slab with fiber mesh 300 reinforcement for all concrete trail except as referenced above, Q2. Page 17 of the drawings show detail 5/40-01 for bollards. The plans do not show any bollards. Will bollards be included on this project? If so, how many? A2. I recommend bollards at sta 10+00. Q3. Page 17 also shows detail 6/40-01 for “chain link fence on modular block wall”. The plans do not show a modular block wall. Will there be a modular block wall on this project? A3. There are no walls. Q4. If the County would like to use fiber mesh, what is the weight (lbs.cyd) of the fiber mesh the County would like to use? “Fiber mesh 300” is the name of one of the products among many available products used to reinforce concrete. We need to know the dosage the County wants the contractor to use on the concrete mix, i.e. 1.5lb/cy, or 2lb/cy, or 3lb/cy. The standard application rate is 1.5lb/cy. However, we have poured recently a concrete slab over a pedestrian bridge with 3/5lb/cy with fiber reinforced. A4. Our engineer has responded that he minimum rate for this application of fiber mesh should be 3lb/cy. Q5. How many bollards should be installed at STA 10+00. A5. 3 Q6. The RFP Scope of Requested Services #6 should the wood bridge be a part of this bid. The plans (Sheet 7 of 18) show the wood bridge is “by others”. Is the wood bridge to be included in this bid? A6. Yes Q7. The RFP Scope of Requested Services #6 should the wood boardwalk be a part of this bid? The plans (Sheet 7 of 18) show the wood boardwalk is “by others”. Is this wood boardwalk to be included in this bid? A7. Yes Q8. Sheet 7 of 18 also mentions a wood ramp “by others”, but, the ramp portion is not mentioned in the RFP Scope of Requested Services. Is the wood ramp to be included in this bid? A8. Yes Q9. The new bridge plans show helical piling and a steel substructure. Is it possible to bid this boardwalk/bridge out of all timber and with driven timber pilings? A9. This should be bid as shown so the bids are consistent. Q10.Will we be able to use the area off of Landrum Education Drive that services the sewer access road as a lay down yard and a CO off of the street at that location? A10.All work to be limited to the limits of disturbance shown on plans. Q11.Will we be able to access the new trail off of the drive behind the Department of Labor and create a CO at that location? A11.All access to be limited to the limits of disturbance shown on plans. Q12.Can the trees that are removed be grinded up and left onsite in the wood line? A12.No grindings should be disposed in the wooded areas outside of this area. Q13.How many days is the project scheduled to be completed in? A13.Project is expected to be completed in 4 months. Q14.What is the expected start date? A14.Notice of Intent to Award is March 9th. Expected start date is March 30. Q15.Will the contractor be responsible for NPDES monitoring? A15.Yes Q16.Who is responsible for material testing such as grade compaction, helical resistance, and concrete quality? A16.County will perform testing. Q17.On Sheet 18, the regular trail is shown with welded wire mesh; but, the heavy duty trail section does not. Is this correct? A17.Yes, detail from Gainesville on their heavy section. Q18.Sheet 17 states eleven (11) benches and cans as the quantity; but, I only found three (3) each on the plans? Which is the correct quantity? A18.Three (3) Q19.Is there a detail for attaching the wood deck boards to the HP10x42 stringer and the HP10x42 beams to the wood caps? There is also a 6x6 diaphragm called out that doesn’t have a material or connection detail. A19.Sent question to bridge designer and had no response at time of addendum issue. Q20.What is the depth of the 6x6 scoring? A20.Sent question to bridge designer and had no response at time of addendum issue. Q21.Please specify the treatment of the lumber to be used to construct the boardwalk. We recommend that all wood components be pressure impregnated with wood preservative in accordance with the requirements of AWPA Standards UC4B with 0.31 Ca-C with the exception of decking and handrail which may be UC4AQ with 0.15 CA-C retention. A21. .Sent question to bridge designer and had no response at time of addendum issue. An alternative should also be considered for Composite type decking (Trex style). Q22.There is a gate around Sta 16+100. Is it to be demoed, remove/replace, or left in place? A22.This needs to be removed due to proposed grades. Q23.Will the County select the lowest responsive and responsible bidder to execute this project as is customary on construction projects, or will it be selected following the paragraph 6.4 Scoring Criteria, on page 18 of the RFP which is commonly used on design projects? A23.The scoring criteria will be considered first and then the pricing will be considered. This will not go to the lowest bidder necessarily. We have to consider the qualifications of the vendor. Q24.Could you please clarify if a bid bond is required for this project? A24.Yes it is. Section 6 stated a bid bond will not be necessary. This was an error. Debra Howington Buyer
