The Air Force Test Center, Installation Operational Contracting Division, Eglin AFB, Florida intends to solicit and award a firm-fixed price contract for Tungsten Powder.  This is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This is Request for Quotation numbered FA2823-17-Q-8026. The North American Industry Classification System (NAICS) code for this acquisition is 332117 with a size standard of 500 employees. 

The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, provides the lowest evaluated price for a product meeting or exceeding the acceptability standards set forth in the specifications.

Quoted Price should include FOB Destination. Required delivery date is no later than 3 weeks after ARO. Expedited delivery schedules are encouraged.

•1.     Requirement

CLIN 0001: 2500 lbs of 112 Micron Tungsten Powder Package to include shipping: FOB destination.

Specs:  High Purity, High Density, 99.9+% pure, APS 112 Microns

The chemical and physical characteristics of Tungsten metal powder shall comply with the requirements specified in Table I when tested as specified therein.

4.4.3 Purity

4.4.3.1 Metallic impurities - The purity of Tungsten metal powder as well as its metal impurities are determined using a Bruker AXS X-Ray Fluorescence (XRF) spectrometer, or equivalent spectrometer. Metal content is reported as the average of three different samples. Samples of tungsten will be analyzed for impurities of Iron, Chromium, Molybdenum, Nickel and others.

4.4.3.2 X-Ray Fluorescence procedure

a. Power XRF instrument and allow to warm up according to manufacturer's suggested specifications.

b. For each sample, carefully pulverize a 10 gram sample of Tungsten powder using a mortar and pestle.

c. Prepare an XRF sample cup by placing a sheet of XRF film on the tip of the inner sample cup. Slide outer cup over the film and inner cup without wrinkling the film.

d. Place ground sample in the cup.

e. Using an appropriate tool, press the ground sample flat to minimize void between sample and film.

f. Open the lid to the XRF and place sample in an available analysis cell slot.

g. Calibrate the XRF instrument with respect to energy on a copper calibration stub by selecting the "ReCal" application button, selecting the appropriate cell position of the stub, and pressing the "Measure" button.

h. Calibrate the XRF instrument with respect to metal impurities content by using appropriate metal content QC standard. Measurement is to be performed under vacuum, 20 kV potential, 120 μA current, and without a filter. Measurement time is to be 100 seconds. Obtain a calibration curve on the instrument by measuring in triplicate, 20 individual metal standards ranging from 0.005 to 2.0% metal. Establish a recalibration disc for the curve. The disc should be of a nominal concentration. This particular disc must be used each time the curve is to be recalibrated.

i. Select appropriate cell slot of tungsten sample, name file, and press the "Measure" button. Measurement parameters are identical to that of the metal content QC standard calibration parameters. Report PERCENT METAL.

j. Multiple samples of Tungsten can be run before recalibration is necessary. Instrument recalibration with copper calibration stub is required daily. Recalibration by metal content QC standard is required after 20 samples or 5 hours, whichever occurs first, and as the final instrument run of the session. The final metal content QC standard is required to ensure instrument stability.

4.4.3.3 Tungsten -- The purity of the tungsten shall be determined by direct measure. The presence of tungsten, as with other metallic components, shall be determined by the use of the x-ray fluorescence spectrometer described in 4.4.3.1.

4.4.4 Particle Size

The particle size distribution is determined using a Microtrac® dynamic light scattering particle size analyzer with a dry sample delivery controller, or equivalent. The procedures of 4.4.4.1 shall be used as guidance if an equivalent measure method is used by the manufacturer. Any equivalent method shall be approved by the procuring activity prior to use.

4.4.4.1 Microtrac® analysis procedure

a. Riffle 500 mL of Tungsten powder, and divide the sample into ~16 portions. Transfer one or more of these replicate portions into a beaker and blend with a spatula.

b. Transfer approximately 0.5 mL of this portion and place into the dry sample delivery controller.

c. The following instrument parameters (or equivalents) should be used:

Set Zero ≥ 10 seconds

Run Time ≥ 20 seconds

The average of 3 runs shall be used

Analysis = volume distributed

Progression = Geom8Root

Residuals = disabled

0.243 μm ≤ Size Range ≤ 1408 μm

d. Perform triplicate determinations and two sets of prepared samples.

•·       AFFARS 5352.201-9101, Ombudsman (C):

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Contractors shall not:

(1) Provide any service or product with any specification, standard, drawing, or other document that requires the use of a Class I ODS in the test, operation, or maintenance of any system, subsystem, item, component, or process; or

(2) Provide any specification, standard, drawing, or other document that establishes a test, operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this contract/order.

(1) Halons: 1011, 1202, 1211, 1301, and 2402;

The vendor agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quote.  Quotes or modification of quotes, received at the address specified for the receipt of offers after the exact time specified WILL NOT be considered. Vendors must be registered in System for Award Management (www.sam.gov) before award can be made. All responses must be received no later than 4:00 P.M., Central Standard Time on 26 June 2017.
