This requirement has been identified as a non-competitive contract action. Abu Dhabi National Oil Company for Distribution (ADNOC) is identified through United Arab Emirates law as the only source authorized to supply this requirement to Al Dhafra Air Base. It is DLA Energy's intent to enter into a contractual arrangement with ADNOC for this requirement as authorized by 10 U.S.C. § 2304(c)(1).

Other interested parties may submit a capability statement to be considered by the Government. The capability statement must include an authorization from the government of Abu Dhabi to supply this requirement. Interested parties should submit a capability statement to the points of contact identified below as soon as possible, but not later than August 6, 2018. Authorization to perform and any supporting documentation must be included. This presolicitation notice is not a request for competitive proposals. Any capability statements received by the closing date will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This determination will be based upon the responses to this notice and is solely within the discretion of the Government.
