This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice.

Synopsis/Solicitation N0017819Q6873 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis to Optimax Systems, Inc. Substitution of another part would incur additional cost, redesign and would create unacceptable delays.

The specifications attached to this announcement are export controlled under the International Traffic in Arms Regulations (ITAR). To receive the referenced specifications, Offerors have an approved DD2345 - Military Critical Technical Data Agreement on file with the Defense Logistics Information Service. Upon confirmation of eligibility, the Offeror shall be granted access to the specifications. The specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations.

Contractors must be properly registered in the Government's System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the internet at www.sam.gov. Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. At time of proposal submission, please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable.
