This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit only written offers; oral offers will not be accepted.

Basis for Award

The government intends to issue a Firm-Fixed Price (FFP) award based on the lowest priced technically acceptable quote. In order to be considered for award, the quote must be determined to be technically acceptable. Offerors providing the required brand name support will be considered technically acceptable.

Criteria under the LPTA process are judged on a pass-fail basis only. No other rating or qualitative value will be assigned. Any technical quote that does not receive acceptable assessment for all factors will receive a fail rating for the technical quote. Price shall be evaluated only on quotes deemed technical acceptable.

Instructions

All offerors responding must be registered with the Online Representations and Certifications Applications (ORCA) through the System for Award Management (SAM) at www.sam.gov by the response due date to be eligible for award.

All products/services must be in compliance with Section 508 of the Rehabilitation Act. Services/Supplies performed/provided as a result of this solicitation should be accepted based in part on satisfaction of the above provisions and requirements for accessibility.

Quote submittal must, at a minimum show: (1) Solicitation number (2) Price and applicable Discounts, (3) Name, address, and telephone number of offeror, (4) Taxpayer Identification Number, (5) CAGE Code, (6) DUNS Number (7) Expiration date of quote, (8) A completed copy of the representations and certifications at FAR 52.212-3, and (9) A completed copy of the IRS Quotation Sheet.

The IRS reserves the right to make award without discussions.

The closing date for quotes in response to the RFQ is 3:00 PM Eastern Standard Time, November 18, 2014. Quotations must be submitted by email to Treva Paris at [email protected]

Quotations submitted must comply with all instructions, specifications and requirements set forth in the RFQ.
