Basis for Award
The Government will make award to the lowest priced, technically acceptable offeror. The technical factors are not being assigned a point score but instead the proposal shall be considered for award if it meets the minimum criteria set forth in the RFP.
As compared to the best value approach, the principal advantage of the "lowest price technically acceptable" basis is simplicity. It reduces the burden on both the contractor community (to prepare and submit a proposal) and the Government (to evaluate each proposal and justify a source selection). It also creates the appearance of greater objectivity and fairness.
Instructions
All resellers/manufacturers that can deliver and/or perform the equivalent products/services shall submit a written quotation which includes any applicable discounts; along with the completed IRS Price Quotation Sheet on or before 8:00am November 25, 2013. The Vendor shall be selected based on the lowest priced technically acceptable quote. All quotes shall include: Price(s), FOB Point of Contact (name and telephone number), delivery date(s), business size, payment terms, Taxpayer Identification Number and Dun & Bradstreet number. All products/services must be in compliance with Section 508 1194.31 and 1194.41 of the Rehabilitation Act. Vendors shall provide proof of conformance through the Voluntary Product Accessibility Template (VPAT).
Offerors must be registered in Central Contractor Registration (CCR) www.ccr.com.
