1. Is this a 'contract' that is awarded? And, is the 'bid' for this role based on hiring an individual with his / her own camera / audio / lighting equipment?

A: Per the solicitation, this will be an Indefinite Delivery/Indefinite Quantity with an Option Year.
B: Please refer to Statement of Work (section 3.0) that is attached to the solicitation.

2. Is this a request for certain projects you have lined up for next year, or are you looking for a full-time shooter to do projects as they come up?

A: Please refer to Statement of Work (section 2.0) that is attached to the solicitation. Also, the number of hours worked will depend on the "needs of the Government."

3. I wanted to know what is the correct process for application? Do I have to fill any form online? Or should email all the documents to you? IS there a 'official' submission form? that I need to fill out?

A: Please refer to the section titled "Proposal Submission" on the solicitation.

4. I would like to know what editing system does the VOA use for editing of their videos?
Has any other contractor held this position before in the past or is this a newly created opportunity?

A: The editing system used by VOA is Final Cut Pro 7. This is a newly created solicitation.
