The purpose of this Sources Sought notice is for market research to determine the method of acquisition based on the availability and adequecy of potential sources prior to issuing the solicitation. The Government's determination on how to compete the proposed requirement will be made based on responses to this notice and is at the sole discretion of the Contracting Officer.

THIS IS A REQUEST FOR SOURCES. THIS IS NOT A REQUEST FOR PROPOSAL, SOLICITATION, OR AN INDICATION THAT THE GOVERNMENT WILL NECESSARILY CONTRACT FOR ARTICLES AS A RESULT OF THE EVALUATION. THE GOVERNMENT WILL NOT PAY FOR INFORMATION RECEIVED IN RESPONSE TO THIS NOTICE.

This requirement is for the provision of an academic portion of a Doctor of Ministry degree for approximately 25 U.S. Army Association of Clinical Pastoral Education (ACPE) students during each academic year. Upon successful completion of all academic requirements, students will be awarded a Doctorate of Ministry degree to the student. Must be a fully accredited seminary or school of theology recognized by the Department of Education (http://www.ed.gov/index.jsp) and the Association of Theological Schools (http://www.ats.edu/). Must, at the beginning of the academic experience, clearly state and account for providing the student with the requirements for successful completion of the degree. Syllabuses will be provided to the students for all required courses. The syllabuses will establish all requirements for the student's successful completion of the course. Must accept Army chaplains (with an accredited Masters of Divinity degree or equivalent) regardless of religious or faith preference. Must provide constructive credit (12-15 graduate hours) for four units of Army Clinical Pastoral Education (ACPE). Must provide on-site academic residencies in January 2014 (beginning of the school year) and July 2014 of the academic year providing 12-15 hours of theological education each semester. The residencies will not exceed 3 weeks per semester. Provide room, board and all meals during academic residencies for 25 students. Room accommodations and meals will be approved in advance by the U.S. Army Contracting Officer's Representative (COR). Room accommodations will meet or exceed the following: operational heater and air conditioner, bed with linen and pillows provided, coffee pot, dual line phone for internet and voice access, bathroom with sink, desk with chair and adequate lighting. Must provide room and board on campus. Upon request, the contractor will accommodate vegetarian or other special food requirements based upon religious or medical reasons. Must provide all books, academic/lab/technology/graduation fees required for student attendance. Students will have access to all the same services offered to other students in the same or similar degree of study. Place of performance will be at the school's campus during the 3-week resident portion of the courses.
