DESCRIPTION:
This is a Pre-Solicitation Notice the Regional Contracting Office for the 414th Contracting Support Battalion, Vicenza, Italy will use the responses to this notice to determine potential responsible vendors capable of providing the service described herein.

BACKGROUND:
The purpose of this future procurement is to manage and complete English Language Training to select personnel located at Caserma Ederle, U.S. Garrison Vicenza, Italy.

PLACE OF PERFORMANCE:
English Language Training will be executed at the U.S. Army Garrison, Vicenza, Italy which includes the location Caserma Carlo Ederle.
DESCRIPTION OF SERVICES:
The contractor shall provide all personnel, software, course material, supplies, applicable licenses and permits necessary to complete an intensive English language training course for on/about one hundred and seventy select individuals serving in various customer service positions at Caserma Ederle, Vicenza Italy. The contractor shall provide instructors to instruct language training at a designated site. (Camera Ederle) This is in order to complete English improvement training that will increase both an individual's English written/verbal skills greater than or equal to one full standardize level above initial test levels. The training plan shall, at a minimum, consist of: initial testing the employee on his/her level competence in the English language, conduct English language training (i.e. web and manual base), and test the individual to ensure/certify improvement of at least one level of in English language skills per a standardize scale. The training period of performance is on/about 4 (four) months.

TYPE OF CONTRACT:
The U.S. Government will award a Firm Fixed Price Type Contract.

PERIOD OF PERFORMANCE:
The Government intends to award firm fixed price contract for one (1) base year. North American Industry Classification System (NAICS) is 611630.

SUBMITTAL INFORMATION:
It is requested that interested vendors submit to the contracting office a brief capabilities statement package demonstrating the ability to perform the services listed above. In order to deem the vendors' responsibility, such package shall include the following documentation:

1. Certificato Camera di Commercio (Certificate of the Chamber of Commerce) NOT older than six (6) months at the time set forth for the receipt of this source sought inquiry. Self certifications are NOT allowed.

2. SAM Registration. In order to register on SAM website (https://www.sam.gov ),
vendors must have a DUNS number (obtainable on http://dbitaly.dnb.com ) and a NATO
code (obtainable www.dlis.dla.mil/forms/form_AC135.asp). The successful offeror to be awarded this contract MUST be currently registered in the SAM database.
