The Washington Headquarters Services (WHS) on behalf of the Accession Policy Directorate, Personnel and Readiness, Department of Defense intends to award a Sole Source contract to Clemson University, 222 Sirrine Hall, Clemson, SC.The purposed contract action is for services for which the Government intends to solicit with only one source in accordance with FAR 6.302-1. This procurement will examine the effects of factors such as military pay, bonuses, and other personnel policies on enlistment and reenlistment decisions using the longitudinal data set. The contractor will use new functional forms of a multiple regression pooled time-series cross-section model and clean, reformat, and update data from the Services for all variables for inclusion in the longitudinal data set. No solicitation will be issued. This notice is not a request for competitive quotations. Performance of period is date of award plus 12 months. Award is anticipated on or about 14 August 2006.
